To obtain product certification within the framework of MSS, the applicant submits an application through the Single Window unified information system for user identification in the Republic of Uzbekistan (https://singlewindow.uz/).
At the next stage, the Certification Body (CB) receives the application through the E-sertifikat platform of the Uzstandard Agency (https://sertifikat.tris.uz/), operating within the unified user identification information system of the Republic of Uzbekistan.

When submitting an application through the website http://singlewindow.uz, the applicant must attach the following documents:
• a copy of the normative document for the manufactured products (if available);
• a sample product label or information about the product;
• a copy of the document of protection confirming the rights to intellectual property used in the product (a certificate, patent or annex thereto) and the registration of the relevant intellectual property, or a copy of the license agreement authorizing its use (if available);
• a copy of the shipping document (consignment note, invoice or commercial invoice) bearing a mark confirming arrival in the customs territory of the Republic of Uzbekistan;

The decision shall specify the certification scheme, the normative document against whose requirements conformity is to be assessed, and the accredited testing laboratory (ATL) responsible for conducting the tests. The testing program shall be developed based on the requirements of the applicable normative documents for the product.

In such cases, a representative of the CB or the Testing Laboratory (TL) shall prepare a product identification and sampling report in three copies. The second copy of the report shall be submitted to the customs authority.

During product identification, a visual assessment is carried out to determine whether the products belong to the declared batch and whether they correspond to the specified product name and the information indicated on the labeling. If the identification results establish that the submitted products do not correspond to the visual characteristics (name, type, class, brand, category, and other characteristics specified in the accompanying documents), or that standard samples of the products to be certified are unavailable, sampling shall not be performed, and the applicant shall be provided with a reasoned refusal to proceed with certification.

Certification activities may be resumed only after the identified violations have been rectified and the application has been resubmitted in the required form. Upon completion of product certification testing, a report on the write-off (return) of the products shall be drawn up between the Certification Body (CB) and the applicant in the applicant's presence.

Testing for certification purposes is conducted in accredited testing laboratories.

If it becomes necessary to conduct certification testing for specific parameters at a third-party testing laboratory, the Certification Body (CB) must obtain the applicant's prior consent. At the same time, the CB assumes full responsibility for the results of subcontracted activities and must ensure the subcontractor's competence and impartiality in accordance with the requirements of O‘z DSt ISO/IEC 17065.

One copy of the report shall be forwarded to the Certification Body (CB). The test report must include the actual values of the product characteristics determined during testing. In addition, the report must contain a conclusion stating whether the product conforms to or does not conform to the requirements of the applicable normative documents (ND).

The customer receives the certificate of conformity in electronic form, containing a unique QR code, through the unified information system http://singlewindow.uz.
